Members of the TITR Association participated in the China-Europe Railway Express Cooperation Forum

The 2nd International China–Europe Express Railway Cooperation Forum took place on 18 November 2025 in Xi’an, People’s Republic of China. The event was organized by the National Development and Reform Commission of China, the Ministry of Transport of China, the General Administration of Customs of China, China State Railway Group Co., Ltd., and the People’s Government of Shaanxi Province.

Held under the theme “Connecting Asia and Europe for a Shared Future”, the Forum focused on strengthening international cooperation within the China–Europe Railway Express framework, developing innovative logistics routes, expanding the capabilities of the Trans-Caspian International Transport Route (TITR), and enhancing Eurasian land–sea intermodal corridors.

The Forum was opened by Ding Xuexiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council of China. In his keynote speech, he emphasized China’s commitment to deepen cooperation with partner countries, preserve the spirit of the Silk Road, and advance the development of the China–Europe Railway Express to a new level. Senior officials, prominent political figures from China and abroad, and representatives of international organizations also delivered remarks at the opening ceremony. The event gathered approximately 450 participants, including experts, scholars, business leaders, government officials, and representatives of international institutions.

During the plenary session, Talgat Aldybergenov, Chairman of the Management Board of NC Kazakhstan Temir Zholy JSC /Chairman of the Management Board of the ALE IA TITR delivered a presentation. He noted that the development of the China–Europe Railway Express, including the TITR route, is receiving significant attention from the leadership of Kazakhstan and China. According to him, the route’s advancement aligns with the strategic interests of the countries along the corridor and contributes to sustainable trade growth and economic development across the region.

The Forum featured 3 parallel thematic sessions, in which delegations from member companies of the International Association “Trans-Caspian International Transport Route” (TITR Association) took an active part.

  • At the sub-forum “Efficient and Safe Transport”, presentations were delivered by Arif Agayev, Deputy Chairman of Azerbaijan Railways CJSC, and Erlan Koyshibaev, Deputy Chairman of the Management Board of NC Kazakhstan Temir Zholy JSC.
  • At the sub-forum “Development of Diversified Channels”, Mamuka Talakhadze, Deputy Director of Freight Transportation at Georgian Railway JSC, served as a speaker.
  • At the sub-forum “Innovation and Integrated Development”, Yeong Wee Tan, CEO of Global DTC Pte Ltd presented his vision for advancing digital solutions along the route.

Following the Forum, a multilateral meeting was held between Mr. Ye Niuping, Mayor of Xi’an, and the heads of delegations from TITR Association members — NC Kazakhstan Temir Zholy JSC, Azerbaijan Railways CJSC, Georgian Railway JSC, TCDD Taşımacılık A.Ş. JSC, and the Executive Body of the TITR Association. The meeting addressed issues related to improving transport efficiency, increasing container traffic volumes, and exploring further development opportunities for the TITR route.

On 19 November, as part of the Forum, the “Trans-Caspian Logistics Corridor Conference 2025 (TCLC)” was held, co-organized by Beijing New SilkRoad Broadway Events Co., Ltd. and the TITR Association. Speakers representing the TITR Association included Saut Shynybayev, Deputy Secretary General of the TITR Association, Madina Anet, Business Development Director of Semurg Invest, Arsen Iskakov, Sales Director of Global DTC Pte Ltd, Edil Elibayev, Business Development Manager of Grampet Group GP Intermodal, Bauyrzhan Toksanov, Senior Specialist of the Commercial Fleet Operations Department at NMSK Kazmortransflot LLP.

For the TITR Association delegation, B2B meetings were organized with Chinese logistics platforms and cargo shippers to strengthen partnerships and promote the TITR route.
